Responsibilities:
Manage the whole process of assigned Tendering Projects
Lead and coordinate the proposal team and tendering activities
Develop tender budget and control the tender costs of assigned tender projects
Define Division of Work with internal and external partners
Establish tendering strategy in collaboration with Business Sales Manager
Lead tender project kick-off meeting
Coordinate with project planner to establish Tender Time Schedule (Project Schedule)
Establish and update Bid Plan
Organize technical clarifications and discussions with client
Organize weekly project proposal team meeting
Report bid progress/status weekly
Participate in Bid Evaluation, Pre-contract Design Review, Constructability Review, Risk Review and other relevant pre-contract reviews as required.
Ensure the cost is consistent with the scope of supply.
Ensure costing optimization. Implement Product Cost Reduction Program
Lead and coordinate proposal cost review. Present costs to cost review team.
Ensure that Technical Risk Assessment are implemented in line with business requirement
Provide support to Sales Manager for price review and risk reviews.
Prepare Price section and Technical & Construction Checklist section of Risk Log File
Consolidate proposal and ensue the final quality and completeness of the tender documents
Consolidate the tender if several units involved (Role of lead unit)
Lead technical discussions/negotiations with Customer and Internal and/or External Partners
Support to Sales Manager for Commercial negotiations
Support to Sales Manager for Project Handover
Other tasks and duties
Participate in the development of proposal working tools to improve the effectiveness of the proposal process.
Ensure that Proposal databases and Proposal tools are properly maintained.
Coordinate and facilitate implementation of corporate initiatives in pre-contract proposal submittals; to include:
o 6 Sigma actions
o Cost reduction actions
o Global Sourcing actions
o Projects Lessons Learned feedback
Collect competition information and provide feedbacks to relevant functions
Implement Corporate and Business Environmental, Health, Safety, Quality policies. Implement corporate ethical policies.
Requirements:
Mandatory (MUST)
Bachelor's degree or higher in Engineering
Minimal three (3) years experiences in Air Quality Control industry and/or proposal preparation in technology-based projects business
Experience in the following fields related to Air Quality Control industry and/or technology-based projects business, is preferable
Good technical knowledge of Air Quality Control System
Knowledge of power plants or other related industries including thermodynamics
Commercial / business knowledge of contracts. Knowledge of international trading, and financial issues including taxation
Knowledge of Air Quality Control markets
Good presentation, organization, salesmanship, interpersonal and leadership skills
Fluent in English in both speaking and writing
Proactive, trustworthy, reliable and loyal
Ability to manage tender projects independently, or with minor supports from Tender Manager or Head of Tendering
Ability to communicate clearly and concisely, ability to understand customer and market requirements thoroughly
Ability to express technically complex facts for convincing customers in presentations and during negotiations
Ability to form and to lead teams. Good team player
Ability to plan, organize and coordinate.
Ability to set priorities and to achieve targets
English fluency (written and spoken).
